Tuition at Pennsylvania's 14 state universities will rise 3.5 percent, or $254, next academic year under a plan approved by the system's governing body Thursday.

For 2017-18, tuition will rise to $7,492. Last year, students paid $7,238, and total costs for the year including room and board, technology fees, and books was about $21,000.

The universities in the Pennsylvania State System of Higher Education are West Chester, Cheyney, Clarion, Bloomsburg, California, Edinboro, Indiana, Kutztown, East Stroudsburg, Mansfield, Slippery Rock, Shippensburg, Lock Haven, and Millersville.

Also this week, Temple University's board of trustees voted to raise tuition 2.5 percent, or $384, for in-state students for an annual cost of $15,768 and 4.4 percent, or $1,152, for out-of-state students for an annual $27,528.

Mandatory fees at the North Philadelphia university will remain at $890 a year.

Pennsylvania State University's board of trustees plans to vote on tuition at its meeting next week.

Officials for the system governing the 14 state universities said at a meeting Wednesday that they needed the tuition increase to offset about half of a $71 million projected shortfall for 2017-18. Universities will be faced with cutting their budgets to handle the rest of the deficit.

The decision comes as the 105,000-student system continues to bleed enrollment — 12 percent since 2010.
